Subject: Laptop won't charge

My HP Pavilion N3310 appears to be not charging PLUS it no longer will boot up while on AC. I tested the ouput voltage from the AC adaptor and the 19 volts DC is present like it says it should be on the transformer. I've disconnected and reconnected many times without success. Please help!
