This is an analysis from Mike Malone. He is on UASC's Legislative Council as well as a UAC member. Bear with the his argument. It's important to counter the comml's when they whine, "we're aleady cut back!" They are still a danger to the nearshore. We still need to write the F&G Commission to get them to push the longlines, stick gear and fishtraps beyond one nm. The Commission has the authority to regulate this comm'l fishery out to one nm.

Although the proposed #550 per 2-months commercial rockfish quota MAY reduce the nearshore take of rockfish let's not forget that the concern is for the nearshore REEF-FISHERY.Rockfish are only one component of that. The owners of the Solomon Live Fish Co. in Moss Landing stated at last March's Rockfish Forum that 80% of their landings are cabezon. At the Oct 20 meeting a live-fisher (trap fisher) from Morro Bay told me he catches lots of cabezon and they are very abundant this year. CDFG data indicates cabezon landings in the live-fishery totaled 240,000# in 1997 (most recent data I have) approximately 18% of the statewide landings. Further, other nearshore fish including the sheephead, scorpionfish, cabezon and "miscellaneous" live-fish categories are not affected by the rockfish quotas. These nonrockfish species totaled 665,210# in 1997, approximately 50% of the total statewide live-fish landings. This does not count dead fish landings,unreported fish and poached fish (not the cooked kind). So I think we can say that pressure will only increase on those fish as rockfish quotas tighten further, continuing the depopulation nearshore reefs. Further, a little simple math indicates the 550#/2-month quota may reduce the rockfish take of the most aggressive live-fishers, but there is still plenty of opportunity for the part-timers targeting rockfish, or live fishers who target primarily nonrockfish reef -fish to continue and even expand their rockfish catch. For example, #550/2-months = #3300/year = $11,550/year @ $3.50/lbs for only rockfish. Consider that there were 725 live fish vessels in 1997 (CDFG says that number islarger now). If each vessel reached its quota of #3300 per year a statewide total of #2,475,000 of rockfish would be taken. That represents an increase of over 500% above the 1997 live-rockfish total (it was 477,096 in 1997). I conclude that this supports the argument that there is still lots of room for the rockfish portion of the live fishery to grow. If I were fishing commercially, or as a paying hobby, I would consider the above analysis justification to keep me in the fishery or get me in on a part-time basis.
