Overseas interview usually starts in Feb, if you are picked, TVB will reimburse a one-way ticket to Hong Kong (not totally sure, it could be a round trip ticket), other than that you are on your own. It's better if you know someone you could live with cause they WILL ask you during the interview where you are going to stay during the pageant.
