As I re-read my first request for assistance I must confess that in my frustration I asked without fully looking at the great information that was in front of my eyes. I now find the stuff I was looking for if only I had looked further. My apologizes to those that researched this info and were kind enough to share it with us. Much thanks from "Malabar".
I would still like any advice as I am an amateur sailor and Mexico offers many challenges that make it advisable that one goes to school quickly to stay ahead of the sharks.
