Hello David. Unfortunately, any of us who have tried to make repairs to the old Japanese plywood have found that it required replacement, in the end. Once one starts to cut out bad sections, it just turns to dust, and before you know it, we come to terms with the fact that it would be easier to just remove it and rebuild. I don't think any of us could give you the advice you may be looking for, which is to cover up the bad sections assuming that it may be stronger than before. The problem with that is that if the plywood has indeed been compromised, then the new fiberglass would compress into the bad ply, and eventually crack. Moral of the story - make no shortcuts. Do it the right way. The sooner you come to terms with this, the better. Best regards.
