My M-31 also has one and I suspect so does everyone else's, I think. I always wondered too. Hopefully someone of knowledge will speak up here.

It must be hiding some bolt driven down into the bulkhead from the top in order to give it maximum support.

I have a few other little circle plates like that, but on the inside, reinforcing block attachment points on top of the cabin outside.

I will be on the boat tomorrow and give it an extra close look.
