Off the top of my head, if I had to pick six who aren't currently in...
(And these, of course, aren't strictly rock 'n' roll as we'd define it, but all are either rock or important to rock music in a broad sense...)
With the exception of Waylon, I know these aren't artists normally discussed here, but this is a broad topic. Oh, and yes, I want to see The Big Bopper inducted, but most of us probably feel that way, so it goes without saying, IMO.
Waylon Jennings. I'm probably the biggest Waylon fan in the world, so I'm biased, but he did as much to bridge the worlds of rock and country as anybody.
Status Quo. Sure, they were never huge in the US, but they certainly were in Europe and Australia. Their signature boogie is instantly identifiable.
Boston. Their debut album sold insane amounts of records, and virtually every song on it is a classic. Tom Scholz created a unique sound and crafted some of the most perfect sounding music of the rock era. Plus everybody on earth knows "More Than A Feeling."
INXS. I actually can't stand them, which is sacrilege as an Australian, but they were undeniably huge, and Michael Hutchence was a bonafide pop culture icon in his day (and, to some, still is).
Thin Lizzy. "Jailbreak" and "Live and Dangerous" are outstanding albums that are still revered to this day, and the band's twin-guitar attack had a huge influence on '70s rock.
Hanoi Rocks. Okay, this is a little more out of left field, but Hanoi had an enormous influence on the '80s glam rock scene. Guns N' Roses, in particular, were heavily influenced by Hanoi Rocks. The HOF loves to throw in a "street cred" inductee when they can, and Hanoi has that in spades. While they never really had any hits outside of their native Finland, it's impressive that in a pre-Internet world, a Finnish band who released five studio albums from 1981-1984 managed to have the influence they did.
