While MTV predates it by roughly a year and a half, there was a Country alternative to MTV launched in the 80s when the CMT network went on the air in March of 1983...

I'm not saying it wouldn't have been possible for The Big Bopper to ever do such a thing, but he would have had to get that wagon rolling pretty quick to do it.
