An interesting argument for The Bopper being in the HOF is that, despite really only having one major hit, he became a part of pop culture. Musically, he probably doesn't deserve it, correct, perhaps even influentially (an argument can certainly be made re: music videos, though), however his name lived on and he'll forever be linked to one of the defining moments of rock 'n' roll.
A great test of somebody's place in pop culture, believe it or not, is The Simpsons. Have they been referenced? Well, The Big Bopper has been referenced twice. By comparison, Buddy has been referenced three times, two of which were in conjunction with Ritchie and The Bopper.
There are other little bits here and there. One example off the top of my head is the song "Good Enough," the opening track of 5150, Van Halen's first album with Sammy Hagar, opens with Hagar saying "Hello, Baby!" in an obvious homage. That album sold six million copies in the US alone and, for many, that was the first thing they heard from Van Halen with their new singer.
Granted, it was because of his death, but The Big Bopper found his place in pop culture, and that's a pretty big deal and, IMO, it has a lot to do with any case being made for his induction into the HOF.
