 Dion himself says that he was doing it from 15 yrs of age until he allegedly cleaned up in 1968. Well, he was 15 several years before the WDPT. He was being paid well for his hits, especially "Diana". So, he had the money to buy it with.
He had his connections around
NY with the counter culture community.
Who knows? Maybe the reason for the bad blood between him and Tommy is related to Tommy's possibly scolding him for being stoned on the tour.
