I'm not sure about all details of copyright law, but I would think a public figure like Buddy and the events depicted in the film would be fair game. The onus would be on how the story was told. If in some way the information as seen on screen was false or deemed to be defamatory, the film makers could potentially be sued for libel.
UMG now holds the rights to the Holly likeness and earning
potential, but even that ownership is limited. Story telling and news gathering are still protected by the first amendment to the US constitution.
HOWEVER, huge corporate entities know very well that the mere threat of legal action can stop a production in it's tracks, as fighting all lawsuits, even frivolous ones is very expensive.
