You said it yourself right there...first kiss can LEAD to a relationship. They never got the chance to get there. It's unfortunate that Jeremy's mom had to get into it so deeply, but that was predictable. She's a nut of the first order, and incredibly manipulative.

Maybe Jeremy was trying to be considerate and save Brooke the agrivation and mutual embarrasment that he figured his mom would dole out. I also figure he was just to embarassed to tell her, "I can't date you because my mom is a nut burger".
