I have seen a big changes since I started law enforcement in 1990.. I worked 4 1/2 years in the jail and the inmates treated you with respect because they had the fear if they acted up we could use force. I have been working the streets for 13 years and when I first started you never heard a juvenile committing a violent crime. Now juveniles and young adults have no fear of law enforcement and no fear of jail. Violent crime is on the rise. Today I was reading the paper and a 13 and 14 year old are the suspects in a fatal shooting during a robbery from last week in Norfolk Va. A 15 year old was with his Mom at a store he stepped outside to use a pay phone when he heard his Mom yelling for help. He ran back inside and was shot by one of the two suspects. I work the same area this happen. The court date is this month and the Commonwealth is trying to get the death penalty for the 19 year old. We will see�
