After the 1917 Bolshevik Revolution, four states - called 'Socialist Republics' - were established in what had been the Russian Empire - the Soviet Socialist Republic of Russia (by far the biggest, with 6.5 million sq miles stretching from Leningrad/Moscow to Japan), plus the 'Transcaucasian' SSR (ie the land near Turkey), Belorussia and Ukraine. In 1922, these four republics united to form the Union of Soviet Socialist Republics.
Other soviet socialist republics were added/conquered over the years (eg Kazahkstan, 1936).
Although the soviet socialist republics were separate administratively, the USSR as a whole was run by the Communist Party of the Soviet Union (CPSU). There was a 'parliament' - the All-Union Congress - (though only Communists could stand for election). The government (equivalent roughly to our Cabinet, but much more powerful)was called the 'Politbureau'. Of course, Stalin dominated the whole thing.

On my website, to make things easier - but, strictly, incorrectly, I have called the USSR 'Russia' throughout. Strictly, in 1940, the Russia SSR was the biggest, but only one of 15 SSRs.
