Yes he was!!!! Inasmauch as he was giving Britain what we wanted in order to avoid war!
What a brilliant point - in a way, you can argue that ANY compromise/ bargaining point is a KIND of appeasement.
So what you're saying is that Munich was not an appeasement, it was diplomacy. And both sides offered something, and both sides agreed to accept what the other offered, and there wasn't a war.
