You have every right to ask your orthodontist to get the teeth how you want them, providing it's possible to do and doesn't cause any bite issues. Don't feel bad about asserting yourself in this situation.

You can certainly go to another orthodontist for a second opinion and possible finishing of the case. I will warn you that orthodontists have systems that they prefer to work with, so any new orthodontist might want to take off the brackets you currently have and replace them with another kind.

I had a situation last fall where I was seeing very little movement and my orthodontist was being rather pessimistic (said that he doubted they'd ever move), so I asked him if he wouldn't mind if I got a second opinion. He didn't like that, but it did make him more determined to get the teeth moved himself. I did get a second opinion, and the other orthodontist said that he thought my orthodontist was doing his best and that he wouldn't do anything differently.
