In Norway the CPS system would do exactly the same. But the Norwegian CPS system is highly corrupt and takes yearly a great number of children on behalf of instances that want the children for some use, incluing use as guinea pigs in medical projects. Also foster care parents get a high provision from the society for taking a child into the household, and parts of this provision is likely to get into the pockets of authority persons in the CPS. Furthermore many small comunes get a high provition from the state for taking care of children that has been taken, which gives an incitement to take as many children as possible. The reason why this is possible is the high income the Norwegian state has from the oil and gas industry, part of which is spent in rather malignant ways.
