Long have the people been without a true ruler- instead, they were governed by the gods themselves. But a man named Liteolin, in his arrogance, seeks to upsurp the gods' positions. He wishes to have Keinocai and all her Districts to himself, as well as the title Tahirim, which means "Lord of Earth and Sea." His cause is aided by powerful and unique "caels", masters of magic, who seek positions of power themselves, and mercenaries and soldiers dedicated to his cause or to the spoils it will bring. Few stand against him but the priests and priestesses of the gods and an organization called the Children of the Moon, a peace-keeping force formed by the Goddess of Justice and the Moon herself, Shiade.
