What it amounts to is that a waiver HAS been granted... the money will change hands... bonneville takes over Jan 1st (roughly) and gets the waiver for one year during which the north bound lane and the south bound lane of the rules should all get straightened out. If something should go wrong.. it will be Bonneville's problem to divest themselves of whatever.... So the dominoes can begin to fall!
