No FCC approval should have been needed. Generally, a station is "leased" in an LMA to the new owners as soon as the sale is announced- the Bonneville/Simmons deal was a unique exception to this.

Then... the new owner cancels the LMA when they are granted ownership by the government. Right now 3 Points owns 94.9, but they (apparently) do not control it [the FCC document to transfer ownership has already been issued]. They do control KKAT though, as evidenced by the firings and jingle shifts as of midnight, Dec. 22.
