"As expected, the FCC this morning said goodbye to its 30-year-old cross-ownership rules and in doing so put into place several regulations that will have major implications on the radio industry. After examining contour-based market definition proposals, the commission opts to use Arbitron's standard for establishing the parameters of a local market; a proceeding will be held to determine a proper method and standard for markets not rated by Arbitron. Meanwhile, all joint sales agreements will be counted as part of the local ownership count of the company operating the station. Companies that would end up over the limit due to JSAs would most likely be unaffected and receive grandfathered status under the new rules. Also noteworthy is the FCC's decision to include noncommercial radio broadcasters when judging market reach and impact in a local market."

Rats! They're grandfathered. Well, I'm glad they changed this since it's really dishonest that Mercury is around.
