THE Australian Defence Force will roll out smart card-style access passes for all Canberra-based personnel as a forerunner to a possible defence-wide deployment.

The smart-card pilot is a first within the ADF. It is phase one of the e-Defence project.

It will be rolled out later this year for about 5000 personnel, a a spokesman for the Defence Materiel Organisation communications systems branch said.

The DMO oversees buying capital equipment for the ADF.

The cards may be a precursor to a biometric pass system throughout Defence.

Phase two of the e-Defence project, scheduled for 2007-2008, will include biometric technology.

"We haven't thought that far ahead, but if it makes things easier and it's less costly than cards, then maybe that would be the way to go," the spokesman said.

The smart card deployment is part of Defence's $34 million e-Defence project, which centres on the implementation of a secure integrated email system that will replace the original military messaging system, and a directory system across the Defence Secret Network (DSN) and Defence Restricted Network (DRN).

The smart-card project design work was planned to start later this year, the spokesman said.

"Everyone carries around a pass at the moment, which is used for access control. But the smart card and pass-control card, in fact, could be one and the same," he said.

The pilot initially would be rolled out to the "thousands" of DSN users based in Canberra, with the results to set the direction for all Defence pass cards.

Information about how many and what sort of users access the DSN is classified.

A consortium led by Computer Sciences Corp is implementing the first phase of the e-Defence project.

The Defence spokesman said CSC had looked at the smartcard market, but no decision had been made regarding a sub-contractor.

CSC declined to comment on the progress of the e-Defence project.

"The ultimate aim would be I carry one card and that lets me go where I am allowed to go all across Defence," the Defence spokesman said.

"But it really gets down to who needs the card and what is their role in life and whether they need a full smart card or just a common access card."

The spokesman said a cost-benefit analysis would be done before a decision was made on a full roll-out to all personnel.

"You need a smart card and hard-token for tight security or ... for people with financial delegation ... not everyone across Defence does that sort of job," he said.

Meanwhile, the e-Defence email system would be rolled out to all DSN users by the end of the year, the spokesman said.

Work on the deployment of the system to DRN users has been stalled due to problems with the email environment.

Now, half of the 60,000 DRN users are Lotus based and the other half use Microsoft Outlook.

Defence is also proposing to standardise on Windows XP.

"It is a factor in our forward implementation program. But we don't see it as a major issue to go with one or the other," the spokesman said.

The decision on which email system the DRN will standardise on will be made by the information systems division mid-year.

But the migration for affected users could take years, the spokesman said.

The directory, which would hold all personal and positional information and centralise access control to Defence systems, would be available to all DSN and DRN users by the the end of the year, he said.
