A meeting on the project agreed yesterday the first smartcard would come out in early 2004, said Deputy Prime Minister Suvit Khunkitti. However, the Interior and the Information and Communication Technology (ICT) ministries have yet to decide whether to centralise the distribution of smart ID cards. The ICT Ministry wanted central control to ensure security but the Interior Ministry thought it was safe enough to let district offices issue the cards under a seven-tier security system, Mr Suvit said. A project management panel with the power to appoint sub-committees was set up yesterday, with Mr Suvit as chairman and other cabinet members as staff. ICT Minister Surapong Suebwonglee said year-on-year bids would be called for the production of 20 million smartcards a year at no more than 100 baht apiece.
