Smartcard under scrutiny Apr 17 2003 By Colin George, Bracknell News THE millions of pounds spent on Bracknell's Smartcard project will go under the microscope after the council's ruling Tory executive agreed to an internal audit. The scheme has cost around £3.5 million and allows easier discounts for families using leisure centres, and for school dinner fees to be paid directly. The corporate resources select committee requested an opportunity to give the scheme a once over, after opposition Labour councillors complained they were not being given enough information. A verdict on the scrutiny process was urgently needed because the contracts for the technology could be terminated by the councilon June 17. So councillors wanted to examine the scheme before the borough committed itself to spending more cash on the cards. If any problems are found, the council's ruling body - whoever that may be pending an election on May 1 - will not have to abide by the scrutiny committee's verdict. But the decision shows ruling Conservatives' faith in the project because hiccups would be politically sensitive so soon after polling day. Council chief executive Tim Wheadon told a meeting of the executive last Thursday: "This will give the non-executive members the opportunity to examine the Smartcard pilot before deciding whether to proceed with the existing contract. "We are in discussions with the current suppliers and potential suppliers and it will be another two to three weeks before these negotiations are concluded. "But I recommend we do invite the scrutiny committee to make arrangements on what to do with the Smartcard before we get to the break clause." Council leader Paul Bettison believes that the scheme will eventually revolutionise the town, with library fines, bus times and personal tracking devices all accessible from a single card. He said: "I look forward to colleagues from the non-executive giving the Smartcard project their support, and I am sure they will once they have received all the information. He added: "We aim to continue the marvellous trajectory it is on." But opposition councillors have argued that the scheme has used up valuable funds which could have been used for other projects. A date for the scrutiny process has yet to be set.
