Date Posted: Friday, February 21, 11:22:34pm In reply to: Joint Communique - 8 August 2002Australian Transport Council 's message, "commitment to national interoperable standards/ticketing/tolling" on Saturday, February 01, 11:13:53am http://www.mynrma.com.au/member_centre/corporate_profile/media_centre/releases2003/030205.shtml ------------------------------------------------------------ 05 February 2003 ------------------------------------------------------------ Protect motorists on the toll-road and at the bowser ------------------------------------------------------------ Single trip passes need to be readily available for occasional toll-road users before cash payment is removed from any motorway, according to NRMA's 2003 State Election list. ------------------------------------------------------------ In releasing NRMA's seven priorities for the next term of Government, the Association's CEO, Mr Rob Carter, said the State Government must also step in where the Federal Government had failed to act by enforcing a 10 per cent limit on ethanol in petrol. ------------------------------------------------------------ Mr Carter said NRMA had called on all political parties last month to support the phased removal of cash on tollways as one of seven priorities for the next State Government. ------------------------------------------------------------ "Technology that eliminates the need for toll booths is already available," Mr Carter said. ------------------------------------------------------------ "NRMA is pleased that the Western Sydney Orbital, Lane Cove and Cross-city tunnels will be cashless motorways and that existing motorways will be e-tag compatible by this weekend." ------------------------------------------------------------ Mr Carter said any move towards cashless payment on Sydney tollways must not penalise occasional users of tolls road who do not have e-tags fitted to their vehicles. ------------------------------------------------------------ NRMA has provided its election priorities to the Australian Labor Party, the Liberal and National parties, the Greens and the Democrats. ------------------------------------------------------------ "With two million members living in NSW and the ACT, NRMA has a keen interest in the outcome of the upcoming NSW election," Mr Carter said. ------------------------------------------------------------ "Recent surveys have revealed ethanol levels up to 20 per cent at independent service stations across Sydney - 10 per cent higher than safe levels recommended by manufacturers of cars and fuel pumps and consumer groups. ------------------------------------------------------------ "The State Government has the power to accomplish what the Federal Government has refused to do: institute an immediate 10 per cent limit on ethanol in petrol and commence a labelling program so that motorists know exactly what they are buying." ------------------------------------------------------------ Mr Carter said the Federal Government's own review found ethanol-petrol blends above 10 per cent could cause possible high speed engine knock, stripping of internal deposits and perishing and swelling of the plastic parts in older cars. ------------------------------------------------------------ "The mounting evidence is enough for NRMA, manufacturers, consumer groups and concerned motorists but it's not enough for the Federal Government," Mr Carter said. ------------------------------------------------------------ "The motorists represented by the NRMA have had enough of the buck-passing - it has to stop. The next State Government must step in and cap ethanol at 10 per cent until it can be proven safe once and for all." ------------------------------------------------------------ NRMA's other priorities for roads and transport infrastructure include the introduction of integrated ticketing on public transport, increased funding for rural roads and the completion Sydney's missing motorway links. ------------------------------------------------------------ NRMA 2003 STATE ELECTION LIST ------------------------------------------------------------ Infrastructure ------------------------------------------------------------ Missing Motorway Links The NRMA is calling for the incomplete motorway system for Sydney to be committed to and completed as soon as possible. This includes the following key projects: ------------------------------------------------------------ Lane Cove Tunnel Cross City Tunnel M4 East Parramatta Road Infrastructure works must be accompanied with complementary public transport infrastructure and services. ------------------------------------------------------------ Rural Road Funding The NRMA is seeking an increased funding commitment to complete the backlog of rural works (as identified in the NRMA Roads Challenge and Road Audits) and key highways such as the Pacific and Princes Highways. ------------------------------------------------------------ In 2001 the NRMA conducted a survey of Local Government in NSW to determine the level of outstanding road works. A significant response to the NRMA's survey was received from a broad cross-section of local government areas. A total of 75 responses were received at the time of this report. This represents responses from 43 % of the 172 councils across NSW. The level and spread of response was substantial enough to provide an indicative picture of the situation across NSW. ------------------------------------------------------------ From the responses received, a value of outstanding road infrastructure works on arterial roads in excess of $1.5 billion has been identified as requiring attention. ------------------------------------------------------------ Quality Assurance of Motor Fuels Notwithstanding the responsibility of the Federal Government in setting National Fuel Standards and funding a fuel sampling program, NRMA believes that, in the situation where the Federal Government is intransigent in setting a cap for ethanol, the State Government should introduce a 10% cap under State legislation in the short term, as has been done in effect in Queensland. ------------------------------------------------------------ The State Government has the power to require labelling of fuel bowsers and should proceed with this as soon as possible. In combination with a 10% cap on ethanol content, this would provide adequate consumer information to enable fuel purchasers to make an informed decision without the risk of vehicle owners unwittingly causing fuel system or engine damage to their vehicles, or possibly voiding their warranty. ------------------------------------------------------------ Integrated Smartcard ----------------------------------------------------------- The NRMA is calling for the rapid integration of ticketing across all public transport (private and public operated) services and across tolling systems. This would involve interoperability (seamless operation) across all tollways, motorways and public transport ticketing systems. This is a key issue for the travelling public - both locally and interstate. ------------------------------------------------------------ Technology is readily available that eliminates the need for toll booths. The NRMA is calling for a phased approach to the removal of cash transactions.
