The Department of Industry and Technology, on behalf of the Department for Planning and Infrastructure is preparing to tender for the procurement of a smart ticket public transport system to replace the existing magnetic stripe 'MultiRider' system.The contract will be awarded at the end of September 2002 with implementation by end of 2004. WHY A 'SMART TICKET' SYSTEM?
A 'smart ticket' system has many advantages over the existing MultiRider system. The new payment system is expected to:be more convenient and easier to use
make boarding quicker and easier for passengers
be more reliable and require less maintenance
help reduce fare evasion accommodate a more flexible range of ticketing options faciliate a range of value-added opportunities for customers provide comprehensive statistical information.

Safety

The Government is committed to improving security on Perth's urban rail system. Transperth's annual Passenger Satisfaction Monitor has identified that passengers have particular concerns about security on the urban rail system, particularly at night and at stations while they are waiting for trains. In response to these passenger concerns, the Government has implemented the following initiatives:
An increase in the number of Transit Guards operating on the urban rail system, so that more Guards are present on day time train services and Guards are present on all night services. The Government will further expand the Transit Guard force over the next year to reach a stage where there will be a Guard on every train throughout the day. Additionally the Government is continuing to have security and customer service staff on major stations throughout the system.

When the new Smartcard ticketing system is introduced in late 2003, this system will be complimented by the introduction of fare gates at a range of major train stations throughout the system. Fare gates at major stations will ensure that the vast majority of passengers will have to have a valid ticket in order to travel on the urban rail system. This measure will assist in reducing fare evasion and will also discourage people from loitering on train station platforms if they do not have a genuine intent to travel.

The program of fitting closed circuit television camera systems to urban rail stations is continuing, with most train stations now covered by CCTV. Ultimately all train stations will be covered by CCTV which will be centrally monitored. Use of this technology to observe activities on train station platforms will be supported by a centrally managed public address system. The central public address system will allow operators to make announcements to people about any changes to train services but will also assist in communicating with passengers if they are in any difficulty.

Lighting at urban train stations is progressively being improved to assist in creating a more secure environment for passengers travelling at night.

The number of secure car parks will progressively be increased throughout the urban rail system to add to the successful existing secure car parks at Edgewater and Warwick.
