The reason the kbps are jumping all around is because the mp3 was encoded with variable bit rate. This is a _good_ thing. It means that the mp3 uses as many kbps (higher kbps means greater quality, but greater file size) as it needs, but no more. So sometimes it'll take more than 128 kbps (up to 320 kbps) but if it can perfectly encode the audio at less, it does that instead to save space. Basically, you end up with an mp3 that sounds like it was encoded at 320 kbps but is usually only the size of one encoded at 128 kbps.
