Subject: ZZR1100c1 CARB TOPS

I have just bought a zzr1100c1 its a uk bike so is restricted.
I have noticed the carbs slides only open 3/4 of the way,Ihave removed the plastic in the carb top but they still have about another 5mm to go .
does anyone know how to get them to open all the way,diferent carb tops maybee?
