If they are,and the needles are jumping about at different rates then the damping might be off. This happens if he is in the habit of un-doing the brass nuts to store the gauges. The dampers are inside the nuts that the rubber hoses go on and they are a bugger to get right (that's why they put a sticker saying do not attempt to adjust the damping). Basically you have to crack the nuts with a spanner and turn the brass ferrule that the rubber hose goes onto and hope that it adjusts the dampingscrew. You have to put 2 of the rubber hoses in your mouth and suck on them till the needles rise, then let go the pipes and watch the needles drop. you then have to adjust the faster needle until it drops the same as the slower needle. Do this on No1 and 2, then 2 and 3, then 3 and 4. Hopefully you'll end up with a set of smooth-acting gauges. My brother's gauges were easy as only one was out.

I used to have a cheaper set of gauges which had dampers in the hoses, and you adjusted them by turning the little plastic screw on the damper.
