Folks, this maybe worth a try: The problem might be the dust seals on the pistons are dry. This has the effect of pulling the pistons back into the caliper once the brake lever is released. When you come to pull the lever next time the pistons have a long way to go before pushing onto the pads, this means the lever will be back against the bar with little effort being transmitted to the brakes.
Take the calipers off and look-see if the pistons are being pulled back in when you squeeze and release the brake lever. If they do, then work the pistons and clean, clean, clean and lubricate (very very carefully) so that the pistons all move out together and only move back in a fraction of an inch (nae metrication here me' lad!).
