Have you reconnected the vacuum pipe correctly. It runs from the inlet manifold to the fuel tap ?

If this pipe is off you will not get fuel flow to the carbs when the engine is running. The vacuum action , suction, opens the fuel tap & allows fuel to flow.

Mine is a ZZR 400 but I imagine yours is the same ??
