Why is it the responsibility of homeowners to confront criminal activity? Isn't that a police matter?

I would report any suspicious activity to police if I came across it. That's what should happen, right?

The last board meeting that I attend with MJPD there, the officer stated that any criminal activity or disturbance of the peace was a police matter.
