Are we the only neighborhood in the area that is dealing with this problem? Has anyone spoken to the boards of other home owner's associations? Are they having problems with adolescents? Are they having vandalism problems?

If Willoughby Sations is the only neighborhood with this problem, and the only difference is the basketball hoops, and if the problem really goes away when you take down the hoops, perhaps having them down is a good thing and we will all have to suck it up and deal with not having basketball as a part of our amenity program. However, if other neighborhoods have basketball courts and don't have this problem, it isn't likely that the basketball court is the real problem. In the same line of thinking, if we take down the basketball nets for 12 months and the problem goes away and doesn't return, it is likely that the basketball courts were the cause of the problem. However, if we take down the basketball nets and the problem persists, or if the problem returns next summer, the basketball nets were not likely the problem.

If we can determine the cause of the problem, if a problem really even exists, and we can't cure the problem by removing the nets, then we need to deal with the root of the problem. Perhaps, just perhaps, we have some children in this neighborhood who are attracting the wrong kind of element into the neighborhood. If that is the case, perhaps we need to deal with those children's parents rather than eliminating an amenity because of a few bad apples.

If other neighborhoods in the area are dealing with a similar problem, or even different problems that a hired guard would help with, perhaps we can go in together with them to hire a full-time guard to protect our assets. One selling point would be that we could have that guard check our properties when we are out of town. Would I kick in $50 to have a guard check my home when I am gone? Would I kick in $50 to have a guard on duty to keep the bad element out? Would I kick in $50 to have a qualified law enforcement agent working the neighborhood full-time to respond in case of an emergency? You bet I would.

If we all kicked in $50 per year it would generate enough money to pay the mortgage on a home to house an off-duty police officer and pay him or her a nice retainer each year. That would make them a resident in the neighborhood with full authority to enforce rules and press charges. It would be worth it to have a police officer to check on my home when my family is away and check on my family when I am out of town. To know that a police officer is within the neighborhood if my family needs one is priceless. If everyone knew just how few Police Officers are actually on the street in the middle of the night most nights they would be shocked.

There is a way to solve all of this if everyone is willing to do the hard things. I personally would not flinch at an extra $50 or even $100 per year if it meant that there was an off-duty police officer watching over the neighborhood.
