Independence Hall area museums - Frankiln Court, the visitor center, are all free and great to go to in July, when you will run into free outdoor plays and strolling colonials. The Philadelphia Mint on 5th street is free, interesting for kids and air conditioned. The Balsch Institute, on 7th Street I believe, used to have a good exhibit on ethnicity and the peopling of Philadelphia. It was free and air-conditioned and sometimes showed free films in the afternoon. I haven't been there in a while.
The Philadelphia Zoo's family membership is a great deal - after 2 visits it has paid for itself and you can bring guests.

In the Newtown general area ...Pennsbury Manor has an interesting, affordable living history summer program. Though it is a little out of the way for most. The Howe Farm in Lambertville, likewise. Churchville Nature Center has expensive nature clubs.
