You didn't say if your goats were does,bucks or wethered.
Usaully when a new goat is introduced into a herd there will be a considerable amount of head butting and pushing. I t is to let the new goat know who is in charge.
As far as acting aggressively when in heat yes to some extent. The does will butt and push each other around a bit.
