Former Trade Minister Pat Carney on Water:
Oct.30, 2001 on water exports if considered as 'tradable goods' subject to international trade law:
"Under the terms of international treaties such as NAFTA, Canada would be obliged to provide Americans and Mexicans the same access to its fresh water resources as the access provided to Canadians."

Pat Carney: "However the NAFTA statement... also states: Unless water in any form has entered into commerce and become a good or product, it is not covered by the provisions of any trade agreement, including NAFTA ... It is the word 'unless' that troubles me." Both quotes - DEbates of the Senate Oct. 20, 2002
