I dont know, maybe Toronto is more lenient than Montreal. All I know is that they asked for both my driver's license (issued form of ID) and birth cirtificate when I flew into and out of Montreal.

However when I drive into Toronto (from Buffalo), my ID is sufficiant. There they do not require a birth cirtificate.

I would bring both items with me just in case. Especially because the heightened security, it may be required if it was not previously.
