Subject: Working Example of How this works.
In reply to: Admin 's message, "How PR & Irish Election System works (from RTE)" on 18:33:18 06/04/02 Tue

Let's take Cork East, the reason is it is complex enough but yet easy to follow, rather than one of the larger constituencies with over 6 counts.

First, you may find it easier to physically print out the main post "How PR & Irish Election System Works" above so you can match it. And print this out
too and then click and go to it.

Click on the following and then when you get there click on the brown button below the simple breakdown to see a detailed count by count breakdown.

In fact, you should print that count breakdown out and this page to and follow all 3 pages, you'll find it easier to print all these pages out first then match
them.

You may notice, first, that although Paul Bradford of FG got over 15.4% of the popular vote, he did NOT get elected, even though he got more 1st pref votes
than two candidates that did get elected, namely Joe Sherlock of Labour and David Stanton of FG. (This is exactly what happened to Nickie Kelly in Dublin
Central!)

The quota for this constituency is 9158.

There are 4 seats to be filled

On the 1st count, which is purely 1st pref votes, only Ned O'Keeffe (FF) Matched or exceeded that, so he was elected on the 1st count. There are 3 seats left
to be filled.

After 2nd pref votes are redistributed, the totals change.

At this point Michael Ahern (FF) exceeds the quota and is elected. But Patrick Manning (CSP) is eliminated and so are Martin O'Keeffe (GP) and Jane
Murphy (SF). There are two seats to be filled by the remaining contenders.

Votes are again redistributed.

On count 3, none of the remaing candidates (there are 4) have enough for the quota, but the lowest one, John Mulvihill (Lab) is excluded. So now it is between
the remaining 3.

Votes are again redistributed.

On count 4, both Joe Sherlock (Lab) and David Stanton (FG) are still short of quota, however there are only 2 seats left and the 3rd of the contenders, Paul
Bradford (FG) has the least, so Sherlock and Stanton are elected. Bradord is not elected, but not marked "excluded"
