People aren't attending in the numbers you are expecting because

A.) There are way too many shows. Jacksonville is a small market it was never meant to support as many shows of the same genre that are being booked now.

B.) People don't want to see the bands you think they do.

People may not like the venue, even if you do improvements, but if the bands were good in their opinion and the price was reasonable they would be there.
