Actually, they are just equally inch. but the problem is that, as a government official, they should keep the manner, not the legco to do so (because the responsibility of legco is that they have to watch the things gov. do. In this sense, DAB [Democratic Alliance for Betterment of Hong Kong] and the Liberal Party completly fail to do this). This can be shown in the English Parliment (argument and even foul language is not rare in the English Parliment).
