When the shuttles resume flight. Hubble was supposed to take pix of them to check for damage to the heat shield titles. If the Hubble isn't functioning or doesn't exist anymore, doesn't that throw the shuttle safty issue out the window? Ground-based telescopes & spy scopes in space won't be powerful or clear enough to see the damage.

Space walks are very expensive & hazardous. Maybe they're planning spacewalks after every launch to inspect for damage.

Warning! Spacewalks to the underside of the shuttle to inspect for damage may cause damage to the tiles!
