Chain stores do have some good buys on occasion. I notice most put the same cuts on sale at the same time for about the same price! If you have a freezer, when you see the ribs on sale, grab plenty! A&P had whole shoulders (14-16 lb average) on sale for 99cents/lb back in Feb. I'm still smoking those up here at the end of May! Check the flyers each week, check the price versus meat grade; there's a reason places like Loblaws are more expensive--they always cut from AAA meat. As for your question about what you paid for the ribs; I'm assuming these are side ribs? Breast bone removed or whole slab? I think 2.99 for whole slab is about the going rate, if not a bit of a deal. 3.99 may be a little high, but if they've been trimmed, breastbone removed, into a St Louis style cut, then yeah, 3.99 for fresh meat shop product isn't all too bad! Basically, it comes down to your personal sensibilities: were they worth 2.99 or 3.99 to you? There are times I've NOT made ribs when planning to because I get there and I don't like the look of the ribs they have for the price they want to charge! Other times, the ribs look so good, I don't worry about the price as much. Conversely, there are days the price is so good, you figure 'I can trim these up and doctor em enough that these not so good looking ones will be presentable enough, especially at this sale price!" LOL
Your average meat cutter (butcher) will probably be more expensive but also chances are meat is fresher and from a local source. Getting to know this person can not hurt the quality of your meat selection! I'm at the point where I can go in and see Roy at the shop I go to and get something custom cut even if the display case if full of the same product (I like double thick chops rather than their 3/4 in thick cuts).
For price AND freshness, try checking out a local packing house or abatoir. They often sell to the public if you are willing to buy by the case, or a packer-trim cryovac package of the meat of choice. Just look under 'abatoir' or 'meat packers' (or ask your local butcher where they get THEIR meat from!) in the yellow pages and call and ask if they could quote you on a per-case basis for ribs or butt or brisket or whatever you're looking for. A case might be 60 lbs of ribs or butts, but it's a long summer and there's plenty of bbq to be done, right?!!
