Feb. 24 � What could be the final countdown to a possible war with Iraq began Monday when Britain and the United States introduced a U.N. Security Council resolution declaring that Baghdad has failed to take a final opportunity to disarm peacefully. In response, France, Russia and Germany � key U.S. opponents on the deeply divided council � pushed a counter-measure that would give Saddam Hussein at least four more months to comply with international demands.
