Well, maybe that's the role they had in mind for Gene G.
I agree that it would have shifted much more attention directly onto the Nikita character, and probably made any possible long-term relationship more problematic for her, unless, as you say, they stuffed another guy into that position really quickly. If nothing else, it would have totally changed the dynamic of the first season ending -- who would have been there to "free" N if M was already dead?
