I too remember that G.I.Joe episode. I felt very sorry for dial-tone, who was admonished for not having "the ability". I think I related to him because I also had the ambition to lead. However, I am not convinced that the ability is genetically inherent, though there may be some genetic traits that help. Over the years, I have taken on a number of leadership roles and I have concluded that 90%+ of "the ability" to lead is learned, not inhereted.

Also, looking back on it, those cartoons were made just before the self-esteem and "everybody is a winner" crowd took over the education system. Even though it has been toned down as of late, I'd still be surprised the media would show Hawk's blunt (and rather insensitve) assesment of his subordinates.
