Interesting place to start, and I rather like it. When considering the possibilities of fracture along social lines when taking on medicare/medicaid or social security - this may be both a very safe and yet very effective option. Start with energy policy - although you can't go there without getting into oil.....

Still, might have an easier time building a meaningful coalition around energy than anything else at the moment.
