debate is on in about 1/2 hour here...just over the border...I actually got a call from ASU today to tell me that I am a finalist for a public competition sponsored by their ARts Dept. They are conducting phone interviews for the next round...that's good becuase I can look at notes!

I did my best to parse through the GAO publication you sent....thanks for finding that...there were some really good things in it....I focused mainly on implentation and funding sources....it atually appears (according to GAO) very good for rural districts....they tend to get above the average 7% fed expenditure and becuase of the flexibility in using other already granted funding like Title I, E-Rate (federally funded discounts for telecommunications services)they seem to feel fairly confiedent about the implentation of the new guidelines. A quote: " In many rural states contacted officials indicated that this flexibility facilitated their efforts to implement NCLBA by allowing them to direct funds to areas where they were most needed fo meet NCLBA"s goals." It seems that the things they need help with are more pragmatic like...how do we implement, how do we access teacher training to meet specific requirements.

I'm guessing here (and you can explain further) but are you saying that funds needed for Medicaid are being taken to implement NCBA? (Your example was: In WI (this is a caveat)underfunding IDEA has resulted in school districts billing Title 19 (Medicaid) for PT, OT, Speech, and nursing services delivered to disabled kids who qualify (like Dan) - with the monies generated kicked back into the general fund for the district.)

I also read a couple of articles from your second site and couldn't find where anyone distict or state was battling other groups for funding these federally mandated requirements....it actually seemed to me that folks who liked the new requirements had a certain ease of using title I funds, Title II funds for training teachers,Impact Aid (title VII) for schools with Native American populations,and REAP monies...funds they are already receiving from the federal govt. to actulaize requirements for NCLBA. Folks who don't like it are saying they won't do it unless they get 40 times more money (my guess is that this is almost a 'made-up' figure) based on their aggravation with the federal govt. demanding homogenized accountability through testing. Some school districts...like in Hawaii have said they will forego fed moneys in order not to have to comply with the new regulations. For me personally, I can see a big grievance with the testing....esp. the money required to purchase and score these tests. At the same time...for most of my teaching career I did teach in a rural, 'economically deprived' area which did receive a greater than average portion of funds from the feds. Along with this 'gift' was the requirement that in order to continue receiving funds (this has included free breakfast and free lunch for those in need and for the last 10 years every single child in the district regardless of home income) the district was accountable....and the way to measure that accountability was standardized testing in the 3rd, 5th, 7th, 9th and 11th grades.

One final thing before we beat this thing into the ground :) was your concern here: I worry that no child has asked the school district to not only teach, but be mother, father and social conscience for a community.

I'm not quite getting what you mean here: do you feel like elaborating?
