Wow... this is what the group's come up with already, and you've pulled it tegether into something pretty coherent! I'm impressed with what you've done, and there are some things that really fit in with my thinking, but some things that don't.

I want as many of the SiTs as possible out of there. Not because I dislike them, but there are just WAY too many characters knocking about right now. It's a potential nightmare to write, making sure everyone gets screen time and that the story doesn't overbalance in any given direction.

I don't see why the council should be rebuilt in England. Giles is English, but Faith isn't. When the council was formed, as someone emntioned in the Giles post, it is likely that the British Empire was huge and powerful, so its heart would be a suitable place to base a global organisation. These days we have been globalised not by might of Empire, but by commercial globalisation. The most recognised brands in the world are, I believe, Coca Cola and Mickey Mouse, with McDonalds not far behind. These days the one major global power is the USA. Also, I feel that the people with the greatest potential to form a proto-council are the people with knowledge and experience of dealing with the demons, vampires and other ooglie booglies... the Scoobies. I'm not saying they should all become watchers, but I certainly see the potential in Willow, and maybe even Kennedy as a SiT who has probably gone past the age where she's likely to be called but has the full experience of Slayer training and the discipline to pass it on. And there are people in the organisation who are not likely to be Watchers as such - researchers, field operatives etc., who have roles that may suit other characters we know and love... imagine Spike and Anya in consultative roles!

The Drusilla stuff sounds like fun and could potentially fii a LB arc quite nicely, and there is a precedent for Willow restoring vampires souls, so that could be concluded effectively - though it would be a nice twost if the only way she knew of to do it was to actually "curse" Spike with a soul because it's the only ritual of its type she knows of (and they would surely have looked when Angelus first re-emerged). So Spike is now stuck with the "moment of happiness" clause, rather unfairly under the circumstances, but dem's de breaks. Of course, if we later maybe have Spike doing the whole "noble sacrifice" thing, and maybe doing something along the lines of, I dunno, Shanshuing (I'm not in love with the idea, but I can see a great FX shot to achieve it *g*), it wouldn't be a problem.

I don't have a problem with the CoW as the BB - but I'm not sure they need to be demons. It would be more interesting if they were human and driven by human desires. Having said that, if those desires were controlled by the thrall of a big, ugly, nasty and altogether unpleasant demon, well, that's of the good. And anything that leads to Quentin getting a whupping is OK by me :)

I like the idea of a "Scary Veiny Willow", who whilst exhibiting the whole SVW look is actually in control of the power. Having said that, a lot of the power Willow was using at the end of S6 was "stolen power", from Giles and presumably from Rack. So maybe to get that level of power again, she could be channeling the coven, much as Giles used their power to teleport and to "dose" Willow.

Hellmouth stuff sounds like fun. And it's about Time Dawn's key-ness came into focus.

In fact there'sonly one thing about this I really, really don't like. That's the whole Xander/Anya arc. I can see reconciliation possibly by the end of the season, but I thought one of the original ideas was that we were to remain ship-free as far as possible. I particularly dislike the whole pregnancy thing, I feel that with AtS taking the route it has, we've had quite enough of pregnancy in the Joss-verse. Plus it seems a bit unfeasible that a couple who split up because they had different ideas about commitment, with one half of the couple not being prepared to get married and the other too eager to do the same, would have a child together eighteen months later, having spent most of that intervening 18 months not being together. And babies are a pain in the butt, plot wise. Plus, the calling the baby "Dawn" thing? It seems too sacchariny. I can imagine Xander wanting to make that gesture but not Anya. I don't see her wanting to name her child after someone who stole things from her shop... (she's still materialistic, I guess...).

I'm in two minds about the Magic Box coming back into business, but it was a good base of operations, so it does have its merits. Having said that, I'm in favour of making Anya recurring rather than regular and bringing the focus much more back to the three core Scoobies and Giles. Faith could be recurring rather than regular for a lot of the same reasons as I stated for Anya in my post on her... she's a great character who could be wasted by hanging about in the background doing nothing. Better maybe to bring her into focus when she is there and have her doing stuff "elsewhere" otherwise. That way she stays special and we appreciate her more. I mean, how excited are a lot of people that she's coming back for a few episodes? And how much would we take her for granted by now if she'd stayed around since s3?

Just my thoughts... maybe some of them can be thrown into the pot?
