The FIRST version of Christianity, the one by Jesus, included a special communal lifestyle artificial "family", called "The Kingdom of God"; it is partly described in Acts 2 and Acts 4. Individual members had no money (they didn't need any), and therefore were called by outsiders "The Poor". "Give to the poor" means give to the management of "The Kingdom of God" only, for operation of that community and/or for distribution to members only as required, NOT to non-members who are short of cash.
