If I were one of the nursing leaders in the Philippines right now, I will encourage all nursing schools to disqualify anybody who applies for nursing education who is currently licensed to practice in the health care industry at a higher level than nursing in the Philippines, and encourage policy makers to make that as a permanent LAW or POLICY. Now if they are doctors and would like to seek nursing education abroad outside the Philippines, then that is their option. People might have all kinds of freedom but with freedoms, there will be sets of limitations to set things straight, minimize confusion and all kinds of conflicts in order to maintain peace, more freedom and order. Laws are formulated if the rights of other individuals, groups, institutions, professions,etc. are threatened and need protection from any forms of harm. Otherwise there are always confusion, chaos and fights if all people are allowed to do what they want to do without limitations and restrictions (or LAWS, RULES, and REGULATIONS).. We don't want people to get out of control beacuse of too much freedom who will eventually hurt other people or any form of equilibrium. Everybody should be able to make sense of what it takes to be a free person with human rights and privileges in a democratic country granted by the constitution..
